The Chairman of Igbogbo/Bayeku Local Council Development Area, Builder Sesan Daini, on Thursday (yesterday) presented the sum of N2, 210, 631, 993. 81, to the Council’s Legislative Arm, as the proposed budget for 2021, for approval.
At the presentation of the budget tagged, ‘Budget of Resounding Expectations and Sustainable Goals”, the Chairman urged the honourable members of the House to pass the proposed budget which he said is meant to care for the people’s aspirations as presented to the House.
He said that the proposed budget took into account suggestions made at the stakeholders’ interactive session organized last December in preparation of the budget.
“This year’s budget has taken into consideration the requests made during the stakeholders’ interactive forum on 23rd December, 2020, which bothered on the yearnings and aspirations of the people of Igbogbo/Bayeku LCDA”, he said.
“Thus, this year’s budget is tagged, ‘Budget of Resounding Expectations and Sustainable Goals”. This is because government’s effort which is a continuous process will be directed towards solving real problems and making life more meaningful to our people”.
Stating what the budget, which will be the last which his four year administration is meant to achieve, Daini said that the budget will bring about general development in the council and care for the welfare of the people.
“The 2021 proposed budget has been properly scrutinized and tuned to take care of the aspirations of the people in terms of general development of our local government area and welfare of the people, through provision of roads and other infrastructures, poverty alleviation programmes, improved health care services, upgrading of our primary school and channelization of canal”, he said.
The total budget size proposed for 2021 is N2, 210, 631, 993. 81.
N2, 090, 597, 589. 10 has been proposed to come from the statutory transfer from the Federation Account, including VAT and excess crude.
State coordinated revenue i.e. land use charge, wharf landing, and Lagos State Signage and Advertisement Agency (LASSAA) is expected to generate N67, 856, 919. 61, while the sum of N52, 177, 484. 82 is proposed for the internally generated revenue for the council.
In the proposed expenditure for 2021, the Council is planning to expend N545, 694, 881. 89 for Overhead, Social Services is to gulp N266, 784, 164. 60 and N400, 176, 246. 70 is proposed for the Non – Current Assets .
Also at the budget presentation, Builder Daini appealed to the house to pass the proposed budget, which he termed ‘interesting’, as presented.
“The Leader of the Council and the Honorable members, please, permit me to officially present to you for approval, the proposed budget for 2021.
“I have no doubt that your Honourable house will find the proposed budget very interesting and pass it as presented”.
Reviewing the 2020 budget, which was N2, 211, 600, 081. 57, Builder Daini said that the revenue performance was 50%, while expenditure performance was put at 46.04%.
According to the chairman, a total of 2, 211, 600, 081. 57 was approved as revenue for 2020 but 1, 104, 085, 730. 29 was realised.
He said that 2, 090, 597, 589. 10 was approved revenue expected from the Federation Account but only 1, 056, 219, 529. 05 were received.
Builder Daini also stated that the council only realised 36, 500, 310. 04 from internally generated revenue which was lower than the 65, 396, 386. 66 that was approved for last year, while 11, 365, 891. 20 was paid from State Coordinated finances instead of the expected 55, 606, 105. 81 expected.
For the expenditure in the 2020 budget, the Chairman said that personnel cost (staff) gulp 246, 455, 607. 56, lower than the 466, 636, 726. 20 that was budgeted for.
He also stated that the Council only expended 318, 388, 393.72 for Personnel (teacher) instead of the sum of 531, 339, 974. 52 that was approved for the purpose.
For the Overhead cost in the 2020 budget, 583, 121, 604. 96 were approved but only 349, 776, 008. 23 were actually in the year under consideration.
The sum of 283, 725, 799. 15 were approved for Social Services but 64, 178, 231. 71 were stated as actualand for the Non – Current Assets, the sum of 346, 775, 967. 74 were approved but only 39, 480, 665. 80 were actual.
The Council Leader, Hon. Alimi Nurudeen Alowonle, in his acceptance speech, said that the legislative arm of the council will discharge its constitutional responsibility by ensuring that the budget meets the yearnings of the people and will also give it necessary legal backing.
“As we have all listened to how our wealth would be distributed and executed for good and progress of Igbogbo/Bayeku Local Council Development Area in year 2021 with the theme, “Budget of Resounding Expectations and Sustainable Goals”, the honourable house has responsibility to take by doing the needful, and I guarantee you that we would perform our constitutional duties.
“However, budget presentation is essential beyond its constitutional stipulation, it requires the backing of law to make it implementable and executed, without which it becomes an offence punishable under the law.
“Nevertheless, the house will not be deterred from doing its work and we are ready to support the administration and to ensure that our electoral promises are achieved and delivered promptly”.
Hon. Alimi also assured the Chairman and entire people of Igbogbo/Bayeku LCDA that the budget proposal will be speedily considered.
“Let me at this junction assure the Executive Chairman and the electorate that my colleagues and I shall promptly and diligently commence work on the year 2021 budget just presented to this honourable house by given it easy and speedy passage”.
